Sir,

I have the honour to transmit the enclosed

copy of a letter addressed to me by the Chinese Unofficial Members of the Legislative Council on the subject of the demands which Japan is now making upon China, together with a paraphrase of the telegram in wich I communicated to you the purport of the letter.

A copy of these demands is enclosed. It has

only recently reached the Colony through private sources, other- -wise the Chinese Community world without doubt have made earlier representations in the matter.

Since the date when rw oure of the action

Japan is taking first reached the Colony, I have made every effort to impress upon the lendere of the Chinese Community the necessity of refraining from giving the Japanese the slightest pretext for intervention in China; and I have counselled them to

use their influence with their friends in Canton towards the sue

object.

The Authorities at Canton have been unrelaxing

in their efforts in the same direction, but in spite of these

efforts a boycott of Japanese trade, the only weapon available to

the Chinese in the South, at any rate, is gradually being orgnized, and has increased with the increased tension in the

negotiations
